BREAKING: Boris Johnson delivers media conference following announcement of local restrictions
In a media conference, Boris Johnson has announced that government will be “squeezing the brake pedal” on further easing of coronavirus restrictions.
- Reopening of “higher risk” venues, such as leisure centres, bowling alleys, casinos and live performances, will not go ahead as originally planned for 1st August. This will be reviewed fortnightly.
- Pilot sporting events will also not go ahead.
- Advice on face coverings has been extended to museums, galleries, cinemas and places of worship. This will come into law from 8th August. An increased police presence to enforce the wearing of face coverings was also announced.
- Guidance to employers on reopening workplaces is unchanged. The Prime Minister recognised the huge lengths businesses had gone to in order to adapt workplaces.
- No changes to advice to those “shielding” in England, with that advice ending on 1st August.
Rise in coronavirus cases brings new restrictions for Greater Manchester, East Lancs and West Yorks
The Health Secretary Matt Hancock has announced changes to rules on gatherings in Greater Manchester, West Yorkshire and East Lancashire after seeing an increase in COVID-19 cases.
New restrictions, which will be legally enforceable, mean people in some areas of the North including Greater Manchester will not be permitted to mix with other households (apart from those in their support bubbles) in private homes or gardens with some exemptions for the vulnerable.
Data from Public Health England and the JBC suggests transmission among households is a key infection pathway in the area.
In a press conference from Boris Johnson and Prof Chris Whitty, it was confirmed household transmission was driving the rise in infections. As a result, businesses and workplaces may remain open.
Positive coronavirus test now requires 10 day self-isolation
People who test positive for coronavirus or show symptoms in the UK must now self-isolate for at least 10 days, rather than seven.
The change, announced by the UK’s chief medical officers, comes as ministers try to avoid a resurgence of the virus. Evidence, although still limited, has strengthened and shows that people with COVID-19 who are mildly ill and are recovering have a low but real possibility of infectiousness between 7 and 9 days after illness onset.
Chief Medical Officer for England, Professor Chris Whitty:
We have considered how best to target interventions to reduce risk to the general population and consider that at this point in the epidemic, with widespread and rapid testing available and considering the relaxation of other measures, it is now the correct balance of risk to extend the self-isolation period from 7 to 10 days for those in the community who have symptoms or a positive test result. This will help provide additional protection to others in the community. This is particularly important to protect those who have been shielding and in advance of the autumn and winter when we may see increased community transmission.

Arts Council launches £500 million Culture Recovery Fund
This fund will provide significant and much needed support to help organisations stay afloat and get through the next nine months. Grants of anywhere between £50,000 – £3 million are available, and applications can be made in one of two funding rounds, the first of which will open on 10 August and close on 21 August. Approximately 75% of the overall budget is expected to be allocated to the first round. A second round will open on 21 August and close on 4 September. The criteria for the fund have been set by DCMS and has a wider scope than traditionally covered, including commercial organisations. As well as cultural organisations, Local Authorities, Universities, MEHs, CPPs and other Public Sector bodies who run or maintain cultural services can also apply – what’s important is that the organisation is culturally significant (at a national or international level) and/or contributing to providing cultural opportunity in England. Arts Council will not be offering advice to potential applicants about their applications. Government announces grants for UK and North West businesses
Thousands of smaller businesses in England are set to benefit from £20 million of new government funding to help them recover from the effects of the coronavirus pandemic. Small and medium sized businesses across the North West are set to benefit from £3.6m in new grants as they restart and recover from the effects of the coronavirus pandemic, the Government has announced. Simon Clarke, Minister for Regional Growth and Local Government, said grants of £1,000 to £5,000 per business will be available for firms in Cheshire and Warrington, Cumbria, Greater Manchester, Lancashire, and the Liverpool City Region to pay for specialist advice such as legal, human resources and financial expertise. Businesses can also buy small pieces of equipment that they need to help them recover from the effects of the pandemic. Growth Hubs around England will support local businesses and local communities to access the funding.

Tenants who want to pop downstairs to the shop may soon be able to do so – thanks to the John Lewis Partnership. The company is exploring the possibility of converting some of its retail estate to private rented housing as part a strategy to regrow the business in the wake of the Coronavirus. In a letter sent to 80,000 John Lewis and Watrose staff, the chairwoman of the company – Sharon White – says converting some stores or parts of stores to housing is under consideration.
Tenants numbers up as lettings market bounce back continues
The number of new prospective tenants has risen markedly according to figures from ARLA Propertymark. In June – the latest data available – the average branch registered 79 new tenants compared to 70 in May. Year-on-year, this figure is the highest recorded by ARLA for the month of June; in 2019 the June figure was itself the previous record, of 71. However, the latest surge is still down on pre-lockdown levels when there was an average of 82 prospective tenants registered per branch in February.
