Step 2: Non-essential retail and pub gardens open
More businesses have reopened this week, but indoor settings should be visited alone, or with household groups. Outside, six people or two households can meet.
- All shops allowed to open
- Hairdressers, beauty salons and other close-contact services can open
- Restaurants and pubs allowed to serve food and alcohol to customers sitting outdoors
- Gyms and spas can reopen, as can zoos, theme parks, libraries and community centres
- Members of the same household can take a holiday in England in self-contained accommodation
- Non-essential journeys between England and Wales are allowed
- Weddings – up to 15 people
- Funerals – up to 30 people, with 15 at wakes
- Children will be able to attend any indoor children’s activity
- Care home visitors will increase to two per resident
- Driving lessons can resume, with driving tests restarting on 22 April
Over 50s vaccine target hit 2 days early
All over-50s and those in high-risk groups in the UK have been offered a first dose of a coronavirus vaccine, in time for Thursday’s target, according to the government. It is, says Boris Johnson, “another hugely significant milestone”. The prime minister says the programme will now prioritise second doses, a record 475,230 of which were administered on Saturday to bring to 7.6 million the number of people fully vaccinated.

North West Revolution Bars ‘excited to bounce back’
Half-year sales have taken a significant hit at Revolution Bars Group, while pre-tax losses have also widened on the back of a difficult period. However, the hospitality business now believes it is ready to “maximise our future performance and capitalise on growth opportunities”. Despite pre-tax losses, the bar business is “excited and ready to bounce back”, with 20 bars already trading again and the remainder opening from 17 May.
Step 2: How the North West reacted to easing of lockdown
Shops, hairdressers, outdoor hospitality and gyms finally reopened on Monday to mark a moment hoped to be a major step in the economic recovery from the pandemic. Early signs on Monday across the North West pointed to a pent-up demand particularly for retail as long queues formed at shopping centres across Liverpool, Manchester and Cheshire. It came after the Prime Minister echoed North West leaders’ calls last week for caution as businesses finally welcomed back customers. Stamp duty boom goes on as index shows market resurgence
The Chancellor’s decision to extend the stamp duty holiday has “put a spring in the step” of the housing market according to the Halifax. The lender – Britain’s largest – says there’s been a “resurgence” in market activity in recent weeks, with the average house price 6.5 per cent higher than a year ago and a typical home valued at £254,606 in March. Russell Galley, managing director at the Halifax, says: “A year on from the early days of the first national lockdown, March’s data shows that house prices rose by 6.5% annually, or £15,430 in cash terms.”
Two-tier rental market: London rents fall while rest of UK rises
The scale of the London-rest of Britain divide is shown by Hamptons’ data showing the average rent on a newly let home in March stood 4.4 per cent higher across Britain – but if London is excluded, that figure booms to 6.8 per cent annually. London rents have started to fall again – just as every other region of Britain is showing significant annual increases. Figures for March from Hamptons lettings agency show rents in the capital falling 2.1 per cent annually; this is the second month in a row that rents have fallen. Inner London rents dropped 17.1 per cent, the 13th consecutive month that rents have decreased.

JD Sports scores 85% net cash increase with “significant” retention of profitability
A UK sports fashion retailer has announced an 85 per cent increase in net cash as it reports “significant” retention of profitability through the pandemic. JD Sports announced today (13 April) that its net cash levels rose by 85 per cent, building 2020’s £429.9m up to £795.4m. The company also reported an increase in revenues for the year, growing to £6,167.3m up from last year’s £6110.8m. This comes after the brand’s opening of its first flagship store in Times Square, New York.

- People will be allowed to meet outside, either with one other household or within the “rule of six”, including in private gardens
- The stay at home rule will end, but the government will urge people to stay local as much as possible
- Outdoor sport facilities will reopen, including golf courses and tennis and basketball courts, and formally organised outdoor sports can restart
- Weddings attended by up to six people can take place in any circumstances
Stage two (no earlier than 12 April):

Repayment period for Bounce Back Loans extended to ten yearsBusinesses that took out government Bounce Back loans to help them through the Coronavirus crisis now have more time to repay. Companies will be contacted with options to extend the length of the loan from six to 10 years as part of a new ‘pay-as-you-grow’ initiative. The new proposals give businesses three new options:
1. Extending the length of the loan from six years to 10;
2. Making interest-only payments for six months, then repaying the principal on a phased basis with other interest-only periods;
3. Delaying repayments entirely for up to six months.
